Rice is available for both England and the Republic of Ireland but has never featured in a competitive fixture for the latter.
The versatile West Ham man has made senior appearances for Ireland, but because he has never played in a competitive game, he is still eligible to change.
Gareth Southgate is said to be considering the former Chelsea man for his latest international squad after an impressive start to the season.
It was rumours of an England call-up that forced Rice to withdraw from the previous Republic of Ireland squad because he did not want to play in the UEFA Nations League.
