The Hammers were thought to among the frontrunners to sign the 24-year-old, whose career has been hampered by recurring injuries thus far.
Wilshere has fallen down the pecking order at Arsenal, with manager Arsene Wenger preferring new signing Granit Xhaka as well as Santi Cazorla, Aaron Ramsey, and Francis Coquelin in the centre of his midfield.
The England international has made just 26 club appearances in the last two years, but was still selected by Roy Hodgson in his 23-man squad for Euro 2016.
As a result, the club are willing to let him leave on loan for the 2016/17 campaign. However, Sky Sports report that West Ham feel that they have sufficient depth in midfield and do not need to make another addition.
